I think it's clear that you have to knock Zavok off the dragon somehow.

 

Maybe parkour on his chest or something.

I think you need to lure Zavok into making that Shoryuken and falling out of the dragon, that's the only possible way to beat him, unless Zavok is supposed to have 10000 hit points
