Just what were the prototype Sonic 3 themes meant for?

So people should remember the mysterious tracks in the old Windows Sonic & Knuckles Collection, that's were eventually revealed to have been (mostly) official with the leak of the Sonic 3 Prototype, which eventually found their way into Sonic Origins except (debatably) not as good as the prototype. Well, the question I have was were these tracks meant to be used in the final game before the Michael Jackson tracks were added, or were they placeholders? I'm honestly not sure. I'm leaning mostly towards they were meant for the original before being replaces, though the tracks sometimes feel out of place. This, of course, could just be from a lack of polish which they never got.
