As far as Tails-only levels go, Windy Valley is my favorite for sure (not a surprise it's first place in this list). But if we count levels in which you can play as Tails but are not exclusive to him, I find his gameplay in Marble Garden much more enjoyable than Sonic's (except for the Act 2 boss, which is absolutely miserable).

I feel like Windy Valley is the most fun level with Tails largely because it can be broken very easily.
