I'm pretty sure that's facial tracking on the woman, and the Pikachu is just a 'face', copying the movements of her. That's probably why it looks so unnatural. 

 

Chalk it up to the thing being a prototype.

Although depending on how adorable said final product is, it might make this prototype even more hilarious than it already is when we compare the two. :V

They're working on a detective game featuring Pikachu as a partner. This game has an alleged development cycle of 2 years, with release expected in 2015. it's unclear when it began. A rare Pikachu is said to be the enemy within this game but they can't see people liking it. The game is to feature a special Blue Pikachu, which talks. The Pikachu is being controlled via motion capture and facial recognition
