To be fair he showed some signs of it in Colors. I mean yeah sure building a giant amusement park isn't exactly subtle, but Eggman explicitly didn't let Sonic know how much energy he needed to fire his cannon, actually had it not been for that arm(Which was completely incidental) he would've controlled the planet and Sonic wouldn't have even known.

Though he probably would've got further if he didn't build the damn park in the first place.
