The guy has found a test level after messing around with the files a bit:

A Small update. I messed with the game code a bit and after renaming a few files I found another level that was desigined and labeled as a test course. I will post a video of it this weekend sometime. Also I obtained 2 more visionscape dev xbox's and am looking at if any of the tech deck dev levels can easily be switched with the current sonic ones. I am of course keeped an untampered copy of Sonic Extreme backed up.

5 years later Bump. some new developments have occured at Retro. ProtonX no longer has the prototype but a new member named Borman does.

My first goal is to simply figure out what was going on at Visionscape at the time. They were working on a ton of different pitches, most being skateboarding based. Escape from the city makes for a ballin' Skateboarding song, I can see why they used it for the prototype.

Are those Sonic Heroes voice clips?

Well, time to check off one more reason to mod my xbox, heheh! 

 

Man, I remember seeing footage of this years back. Like, pre-2010. I freaked out when I saw this back then, and now I'm getting those feelings all over again! Thanks for sharing!

New report with new info from the developers. The game was being made for PS2 and Gamecube, too.

It's funny putting the heroes cut scenes next to the tech deck clips, they share the same sort of flappieness. 

Its funny though that Naka would be so impressed and then just develop riders internally, wouldn't he have been the one to make the call at that point? This was after the second party days, but he was still in charge of Sonic Team. I have to wonder if he was embellishing, considering how slow and stilted this game is.
