All you have to do to beat the boss quickly is to use momentum by rolling along the bottom half of the arena, timing your jumps off the wall and you're sure to smack him, repeat etc.

or just sit in one of the corners, when he starts t odrop a bomb, spin dash up the wall and land on his head.

Yeah but that's no fun.

I liked Casino Night's boss because it's really one of the few bosses in the Genesis game I can think of in which momentum can actually be used to your advantage. Momentum had always been my favorite aspect of the originals.

The only problem with the zone is that 9:59 isn't enough time

This is yet another reason of why I prefer the Bonus Stages from Sonic & Knuckles over Casino Night.

I can keep bouncing around the void of the slot-machine without ever worrying about being too late for earning an extra 2 lives.

I used to find it dull due to the small amount of enemies, but these days I really enjoy its quirky level design.
