I think you need to have a fan site to get them.

If Sonic Stadium gets any and they decide to give any away, they'll tell us early enough.

I just hope they don't make me write anything for one :V

Yeah, that means the site staff will have to talk with their PR team to work out details on distribution of the manuals.
